Background

Scope and content:

Letter from Fenelon Howes, who at the time represented Barbour County in the House of Delegates of West Virginia. The letter to Colonel Jesse Teter, sent from Wheeling, WV, and dated 1868 February19, includes mention of the recommendation of someone named Worth to an unnamed military academy, a mention of "the capital question," and a road petition, as well as a few notes about the price of sash, panel doors, and glass panes. Also included is a modern handwritten transcription of the letter (undated).
