- Nathan Goff, Jr. (1843-1920), was a Civil War veteran, United States circuit judge, Secretary of the Navy, Republican Congressman, and West Virginia legislator in the late nineteenth and early twentieth centuries. "The Speaking and Speeches of Nathan Goff, Jr." is a PhD dissertation by Leonard M. Davis that examines Goff as a public speaker and his rhetoric. Davis provides an overview of Goff's background and education, public career, and the principle issues he discussed: West Virginia suffrage, the tariff, and the Republican Party. He also offers a rhetorical analysis of Goff's speeches and evaluates the success of Goff's oratorical skills. Davis, who received his doctoral from Northwestern University in 1958, later served as a professor in the speech department at West Virginia University for forty-five years.
