- Biographical / historical:

Charles Stewart Todd was born near Danville, Ky. He was a graduate of the College of William and Mary. He studied law under his father in Washington, D. C. and at Litchfield, Connecticut. Todd served as diplomatic agent to Colombia and as minister to Russia. He graduated from the College of William and Mary in 1809.
