Background

Scope and content:

This collection contains the papers of James D. Savage, a Professor in the Department of Politics at the University of Virginia. The papers consist chiefly of newspaper clippings, correspondences, notes, Congressional reports, chapter drafts, essays, and other research materials. Additionally, there are 7 CDs, 206 audio cassettes, 5 floppy disks, and 1 VHS tape in the collection: these audiovisual materials mostly document Savage's interviews with key figures in gathering his research on economic and political matters in Iraq, Japan, America, and the European Union.

Box 1 and 2 of the collection contain the papers that Savage used in writing his 2013 book "Reconstructing Iraq's Budgetary Institutions: Coalition State building After Sadam," in which he examines the effectiveness of post-conflict state building efforts and foreign assistance in the economic reconstruction of Iraq.

Boxes 2 and 3 focus mainly on Savages research on Japan including Japanese budgetary preferences and norms in addition to research on the Japanese Fiscal Structural Reform Act of 1997.

Boxes 3 through 7 hold his research for funding science in America which investigates Congressional earmarking and the process whereby universities work with Congress to acquire funds for their own institutional advancement.

Boxes 7 through 9 contain his papers on making the Economic and Monetary Union of the European Union which consists of several statistical reports from the European Commission Statistical Office of the European communities. Box 9 also contains Savage's research on balanced budgets and American politics which explores how the federal budget has shaped American economic policy.

Boxes 10, 11, and 12 contains CDs, floppy discs, and audio cassettes containing recordings of interviews conducted by Savage with key figures on economic and political matters in Iraq, Japan, America, and the European Union.

Oversized folder 001 contains a copy of the New York times (1999) and Wall Street Journal (2010) that has an artical with a quote from Savage and tables and spreadsheets from on academic earmarks.
