Scope and content:

This collection consists of a broadside printed by Virginia printer Thomas Ritchie in 1817 describing a Virginia Assembly act passed on February 20, 1817 which established a means of financing a newly established "Literary Fund" that was created to raise money for public education within the Commonwealth.
