The Martha Pennino Scrapbook on 350th Anniversary of County Government in Virginia spans the years 1983-1985 and spotlights the events that occurred during the 1984 semiseptcentennial year-long commemoration. The scrapbook contains correspondence, memoranda, minutes, newspaper clippings, magazine articles, photocopies, press releases, photographs, pamphlets, programs, and a pin and ribbon. Pennino included correspondence from various Virginia politicians, including Governor Chuck Robb, in this scrapbook.

In 1634, the Virginia Assembly divided the settled parts of the Virginia colony into eight shires or counties. This motion established the tradition of county government in British North America. In 1983, in commemoration of the 350th anniversary of the event, the Virginia Association of Counties and Governor Charles S. Robb declared that 1984 would be a year-long observance throughout Virginia.
Fairfax County Supervisor Martha V. Pennino served as Chairman of the Virginia Association of Counties’ 350th Anniversary Committee. She coordinated celebratory programs and activities throughout the year. The year-long celebration launched on February 2, 1984 with a ceremony at the State Capitol in Richmond. At the event, Governor Robb declared that the last week in April 1984 would be designated “County Government Week”. Events occurred throughout the state of Virginia during the entire year.
