- Biographical / historical:
-
Prior to the mid-1940s the Town of Blacksburg's and V.P.I.'s sewage was treated in a sewage disposal plant that was jointly operated by the University and the Town. Then during the mid- to late-1940s the amount of sewage that was coming into the plant was causing it to become overloaded, and the Town was planning on either building a new sewage treatment plant or updating the current plant. The Water and Sewage Committee was in charge of this on the town's side, and this committee later became the pubilc works department.
