Papers of the eighth governor of West Virginia, 1890-1893, who was an attorney in Marion County, 1863-1867, a member of the House of Delegates, 1872-1875, a circuit judge, 1878-1888. Fleming was closely associated with James O. Watson in the development of the coal and railroad industry in the Monongahela Valley. There are scattered papers, including several hundred sermons of Benjamin F. Fleming (1810-1876); one common pleas book; two "Memorandum of Decisions" books from the law firm of A.B. Fleming; and family genealogical records. Among the correspondents are J.N. Camden, H.G. Davis, A.G. Dayton, S.B. Elkins, and F.H. Pierpont.

Also includes a petition of Harrison County, (West) Virginia citizens to Brigadier General Kelly protesting the return and admittance to the county of former members of the Confederate Army (undated); a petition of Gilmer County, (West) Virginia citizens denouncing secession and pledging action to suppress rebellion (1861); and the act by which the Restored Government of Virginia gave permission for the new state of West Virginia to be formed from Virginia (May 12, 1863). Also includes a photostat negative of a typescript checklist of Pierpont manuscript material held at the Virginia State Library (now Library of Virginia) (1916). Correspondents include: Arthur I. Approximately twenty letters sent to President Abraham Lincoln from Francis H. Pierpont, the governor of the Reorganized Government of Virginia, between 1861 and 1864. Topics include the need for muskets in western Virginia in 1861; restoring the government of Virginia according to the Wheeling Convention after the war; using slaves from Virginia to do manual labor for the Union army; difficulty recruiting soldiers in western Virginia in 1862; the creation of the state of West Virginia; and Benjamin Butler and citizens in Norfolk, Virginia, in 1863 and 1864. These letters are on microfilm and were copied by the Library of Congress.

Personal papers and scrapbooks of Peter G. Van Winkle (1808-1872), a Parkersburg attorney, delegate to the Constitutional Convention of 1850-1851, member of the Second Wheeling Convention of 1861, delegate to the Constitutional Convention of 1861-1862, legislator from Wood County in 1863, U.S. Senator from 1863-1869, and participant in West Virginia railroad and business enterprises. Includes manuscripts speeches, essays, correspondence, and three scrapbooks of newspaper clippings. Highlights include a manuscript speech on the American Colonization Society, which helped found the colony of Liberia (undated); a letter to the president of the Baltimore & Ohio Railroad Company (March 18, 1836); a draft of "Address of the Delegates composing the New State Constitutional Convention to their Constituents" (1863). Other subjects of Van Winkle's writings include the U.S. Constitution, philosophical and religious writings (including the rights and nature of mankind), and Virginia and West Virginia politics. The scrapbooks are mostly full of clippings, with subjects including the Northwestern Turnpike, politics, and the development of Parkersburg (1827-1902, undated). One of the scrapbooks also includes journal entries (1834-1844).

Papers of Rush Dew Holt, Sr. (1905-1955) relating to his personal and political activities. Types of material include publications, clippings, correspondence, photographs, and ephemera, among others. The collection is divided into six series: Personal and Political Papers (1840-2000 and undated), Artifacts (1939-1952 and undated), Legislative Records (1920-1955 and undated), Constituent Services (1923-1954 and undated), Press and Media Activity (1925-2003 and undated), and Administrative Files (1937-1940).

Papers of Waitman T. Willey (1811-1900), one of the founders of West Virginia. This collection includes letters to Harrison Hagans outlining the varied nature of opposition to the New State in Congress and Willey's position on slavery; letter from the Quartermaster General requesting support of a reorganization bill; cards and social invitations; and obituary clippings.

Papers of Waitman T. Willey (1811-1900), lawyer, senator, and founding father of West Virginia. A resident of Monongalia County, Willey was a delegate to the Constitutional Convention of 1850, the Secession Convention of 1861, the First Wheeling Convention of 1861, and the Constitutional Convention of 1871. He was U.S. Senator from the Restored Government of Virginia (1861-1863) and Senator from West Virginia (1863-1871). Includes several thousand pieces of incoming correspondence to Waitman T. Willey dating from 1833 to 1900 (bulk 1859-1869) concerning political, social, and economic affairs. There is much material on the temperance movement in Virginia (1845-1860), the Civil War, and the statehood movement in West Virginia. Also includes miscellaneous financial records (1837-1869) and legal papers (1820-1856); Willey's diary (entries from 1830-1899, posthumously added clippings through 1908); and other material.
