Transcription of an oral history interview by Niel M. Johnson of the Harry S. Truman Library with Ken Hechler. Hechler, born 1914 in Roslyn, NY, received A.B., Swarthmore 1935; M.A., Columbia 1936; Ph.D., Columbia 1940 in Political Science which he later taught at Columbia, Princeton, and Marshall Universities. He served as a U. S. Army combat historian in Europe during World War II. Hechler was a research assistant to President Franklin D. Roosevelt and was special assistant to President Harry S. Truman. He was elected to the U. S. House of Representatives as a Democrat from the Fourth Congressional District of West Virginia, 1958-77. A major part of the interview is about his work for President Truman as a speechwriter in political campaigns dealing with issues of public concern in the immediate post-war years such as the Korean War and political corruption. After completion of his White House duties he relocated to Huntington where as a professor at Marshall he staged a successful campaign for U. S. Congress. He mentions, as a congressman, his independence from his own party's state machine and his promotion of controversial causes such as implementation of civil rights and environmental protection legislation. Hechler is a popular, progressive who used a personal contact "grassroots" approach to campaigning. Eschewing the increasing costs of political campaigns and the heavy dependence of candidates on public relations firms, he was defeated in the late 1970's in his gubernatorial and congressional bids. He was successful, though in making a comeback in the 1984 race for West Virginia Secretary of State. He ends the interview by specifying the duties of this office and his accomplishments in it to date. Significant references are made to Dean Acheson, David Bell, Robert C. Personal and business papers of the Lewis family, mainly of John D. (1800-1882), Charles C., Sr. (b.1839), and Charles C., Jr. (b.1865), of Kanawha County. For the period 1825-1875 there are papers of various members of the Ruffner, Dickinson, and Wilson families of West Virginia, Virginia, Ohio, Kansas, Missouri, and other states. The business papers relate to farming operations, the purchase and sale of slaves, salt manufacturing and trade, the Old Sweet Springs Company, coal, iron, oil, lumbering, railroads, and real estate in Kanawha, Clay, Boone, Fayette, and Nicholas counties. There are newspaper clippings, speeches, and other papers reflecting the Lewis' interests in the Democratic Party in the period 1914-1920. Settlement papers and correspondence regarding the estates of John D. Lewis, and Joel, Daniel, and Andrew Ruffner are in the collection. The personal papers include diaries, scrapbooks, photographs, and letters. Travel accounts in the United States, South America, and Europe are given in the correspondence, as well as comments on schools in West Virginia and Virginia; the building of a church in Kanawha County in 1834; missionary work in Colombia, South America, 1874-1875; Civil War and postwar conditions in Virginia, Pennsylvania, Ohio, Kentucky, and Missouri; conditions at Camp Chase, in the Civil War; and material relating to World War I.

Photocopy of typescript transcription of the manuscript journal kept by Marcia Louise Sumner Phillips of French Creek and Buckhannon, Virginia (West Virginia). It contains commentary on local and family affairs, and on Civil War military activities in the western Virginia and Virginia areas. Other subjects include churches, travel, elections, holiday celebrations, and the 1863 statehood convention in Parkersburg. There are descriptions of and quoted conversations with officers of both the Union and Confederate armies. Military units mentioned in the narrative include: the Third Virginia Volunteer Infantry, One Hundred Thirty-third Virginia Military, Eighteenth Virginia Cavalry, Tenth Virginia Infantry, Second Virginia Infantry, the Ringgold Cavalry, and the Imboden Rangers. Military camps commented on include Flatwoods, Elkwater, and Baldwin. Marcia L.S. Phillips was the wife of S.B. Phillips, Captain of Company E, Third Virginia Volunteer Infantry Regiment. There is also an additional photocopy preservation copy of the journal.

Extensive financial records, constitutions, bylaws, membership records, minutes to meetings, recruitment programs, and elections material circulated by COPE, the AFL-CIO Committee on Political Education. Included are inter-union correspondence on strikes, political lobbying efforts, policy statements, and candidate questionnaires which were sent out by COPE.
