Business, political, and official correspondence of the eleventh governor, 1901-1905, of West Virginia. Owner and editor of the State Journal, Parkersburg, 1881-1899, White was associated with many banking and manufacturing enterprises, and was tax commissioner of West Virginia in 1907 and 1908, collector of internal revenues in 1889, 1897, and 1921, and a Republican member of the legislature in 1926. Among the correspondents are G.W. Atkinson, Waitman T. Barbe, Calvin Coolidge, John J. Cornwell, H.G. Davis, Thomas B. Davis, W.M.O. Dawson, Alston G. Dayton, Davis Elkins, Stephen B. Elkins, Guy D. McClellan, commanding the Department of the Ohio, 1861; and an open letter, "Monongahela River Bridge Underwriting Syndicate Managers," concerning the construction of the million-dollar bridge in Fairmont. Papers of a Huntington attorney, member of the West Virginia National Guard, 1909-1916, employee of the C&O Railway Company, president of the Union Bank and Trust Company of Huntington, president of the Ben Lomond Company, president of the Blackberry, Kentucky and West Virginia Coal and Coke Company, attorney for Central City, prosecuting attorney of Cabell County, 1905-1908, chairman of a county Democratic committee, and delegate to the Democratic National Convention, 1912. Wallace served in the Spanish-American War and as judge advocate general in West Virginia during the coal strike in 1912-1913. During World War I he was a state draft executive, a major in the judge advocate general corps in Washington, and a lieutenant colonel in France. Subjects include the influenza epidemic of 1918, the depression of 1929-1932, state and national politics, and genealogy of the Wallace and allied families. The collection also includes three typescripts, "Runnymede Receipts,"Train Running for the Confederacy," and "Norborne Parish and St. George's Chapel," by Philip P. Gibson; Civil War data; an account of the taking of San Juan Hill in 1898; a military diary; a scrapbook of Cabell County court records; a speech against the League of Nations; and notes on a trip to Nice, circa 1919.

Personal and business papers of the Martinsburg agriculturalist and banker who was a representative of the American Farm Bureau Federation in Washington and a member of the West Virginia Senate, 1907-1913. Much of the material relates to fruit growing and marketing and other business activities of Silver, as well as Democrat politics. Subjects covered include: requests and discussions of the merits of political appointments; lobbying within and through the Democrat Party for agricultural interests; and discussion of campaign efforts and the prospects of electing Democrats to national and state offices.
