Arthur, President of the United States, and William H. Hunt, Secretary of the Navy. Certificate dated 1893 September 26, appointing William Wilson Galt as Paymaster of the Navy with the relative rank of Lieutenant, signed by Grover Cleveland, President of the United States, and H.
