Head of State of Cambodia Norodom Sihanouk stands with another man in a port. The man holds a document that reads "N[orth] Vietnamese & Viet Cong Infiltration Latest." A large ship approaches nearby, with two long-haired men at the front holding a sign that reads "Dear Cambodia - we hav [sic] stole this ship. Please give us political asylum!"
