Scope and content:

Three scientists stand at an Atomic Energy Commission test site on the volcanic island of Amchitka. They have two environmentalists, a man and a seal, tied up nearby. A representative of the United States Court of Appeals arrives on a small boat and the scientists tell him they do not know how the environmentalists got there.
