Colonel Dodge is speaking while on his left Governor Pinchot lowers his head. An excerpt from the 1932 MVLA Minutes (page 46) reads: On April 28th, came twenty-two of the Governors who had been attending the Conference in Richmond. They were led by Governor Pollard of Virginia. After the usual ceremony at the Tomb, laying a handsome floral piece at Washington's bier, and a speech by Governor Pinchot, the next move on the program was to be received at the Mansion by the Regent and shown the "points of interest."
