Viviani, head of the French commission; Secretary Lansing; the Right Hon. A. J. Balfour, head of the British commission; the Hon. George E. Foster of the Canadian Cabinet; Sir Cecil Spring-Rice, British Ambassador to the United States, and Lieut-Gen. G. T. M. Bridges of the British commission--Behind M. Viviani is M. Hovelacque, Inspector-General of Public Instruction in France, and behind Sec. Lansing is the Marquis de Chambrun, a descendant of Lafayette. The photographer's name [Harris Ewing] is embossed in the bottom right corner. Two holes and grommet are punched at left edge.
