Printed form with [manuscript] completions: "City and County of New-York, ss. I [Charles Dickinson] one of the Alderman of the City of New-York, and a Judge of the Court of Common pleas, called the Mayor's Court, ... Do Certify, That on this day [Norman Washington] Residing in the said city a [Black] man exhibited proof before me, reduced to writing, of the freedom of him ... I Do Further Certify that the said [Norman] ... was born at [Mount Vernon] in [the State of Virginia] and that he [was born] free .... Given under my hand, this [Twenty fourth] day of April in the year one thousand eight hundred and eleven.]" Includes physical description of Norman Washington; and gives his age as "about Twenty Seven years." 1 page, 20 x 17 cm.
