Biographical / historical:

Lieutenant Commanders Thomas D. Todd enlisted in the United States Navy in 1953. He served in the Inactive Reserves from 1957 to 1961, was an aviation officer candidate in 1961, a Naval officer from 1961 to 1968, and served in the Active Reserves from 1968 to 1982. He also served as Legal Officer VR-22 in Norfolk, Virginia from 1962 to 1965, as Assistant Air Intelligence Officer on the USS Coral Sea (CVA 43) from 1965 to 1967, and as a political analyst for FICUR NASJAX, Florida.
