Color portrait of an outdoor sign from the ribbon cutting ceremony at the Kate Waller Barrett Branch Library after renovations were completed in 1995. On a bright, sunny day at the corner of a red-brick building sits a white sign that reads "The 200 Block of North Columbus St. Welcomes the New Library" and just below that it reads "Thank You". Propped up on a wooden easel, the sign is decorated by a single gold, metallic balloon that is moving with the wind. Behind the sign to the right are row houses and a parked car.
