    <head>Biographical Note</head>
<p>William E. Franklin attended the Virginia Agricultural and Mechanical College from its founding in 1872 until his graduation in 1875. He graduated with a "Associates in Agriculture" and was a private in the cadet program. He was from Campbell County, Virginia. </p><p>There is a William E. Franklin (1848-1931), son of John M. and Mary I.
