<head>Historical Information
</head>
<p>The City of Winchester, in Frederick County, was first known as Opequon, then as Frederick's Town (or Fredericktown), and, finally, upon establishment as a town in 1752, as Winchester.  According to tradition, one of the town's founders, James Wood, named the town in honor of his birthplace in England.  Winchester was incorporated as a town in 1779 and as a city in 1874.  It was enlarged by annexation from Frederick County in 1970.

<p>The General Assembly of Virginia approved an act on March 7, 1900 to "give aid to soldiers, sailors, and marines disabled in the war between the states, and to every such soldier, sailor, and marine who by disease or other infirmities of age, is disabled from earning or is without the means of procuring a support, and to the widows of Virginia soldiers, sailors, and marines who lost their lives in said war in the military or naval services, or whose husbands have died since the war". (Acts of General Assembly of the State of Virginia during the Session 1899-1900, Chapter 1149 on pages 1257-1262)

<p>The General Assembly of Virginia approved an act on April 2, 1902 to "aid the citizens of Virginia who were disabled by wounds received during the war between the States while serving as soldiers, sailors, and marines of Virginia and as such as served during the said war as soldiers, sailors, and marines of Virginia, who are now disabled by disease contracted during the war or by the infirmities of are, and the widows of soldiers, sailors, and marines of Virginia who lost their lives in said service, or whose death resulted from wounds received or disease contracted in said service. This act providing penalties for violation of this act". (Acts of General Assembly of the State of Virginia during the Session 1901-1902, Chapter 453 on pages 472-497)

<p> An act was approved on December 31, 1903 to provide for rerating pensioners classed on the pension rolls of the State as partially disable who had become totally disabled by disease or the infirmities of age. They could make an application to be rerated and placed on said pension roll under the class of totally disabled pensioners. (Acts of General Assembly of the State of Virginia during the Extra Session 1903-1903-1904, Chapter 508 on pages 797-798)

<p>Winchester (Va.) Confederate Pension Board Register and Minute Book, 1900-1915, consists of the minutes taken during the meetings of the Confederate Pension Board related to its work largely approving or rejecting pension applications for relief aid made by individuals or widows of those who fought in the War Between the States.
