      <head>Historical Information
</head>
      <p>Richmond, located between Henrico and Chesterfield Counties, was named by William Byrd II, who envisioned the development of a city at the falls of the James River and with the help of William Mayo laid out the town in 1737. It was incorporated as a town in 1782 and as a city in 1842.                                                                                          
</p>
      <p>The initial town charter allowed male property owners to elect a council, known as the "Common Hall," twelve citizens who appointed the mayor from their membership. 
</p>

      <p>Richmond (Va.) Common Council Minutes, 1796-1807. The minutes document the proceedings of the monthly meetings of the Richmond town council from 1796 to 1807. The volume includes an index and a list of council members and standing committees.</p>
