In 1978, he introduced legislation establishing the New River Gorge National River as a unit of the National Park System in southern West Virginia. Ten years later, he worked to designate the Gauley River National Recreation Area and the Bluestone National Scenic River, creating the largest network of federally protected rivers in the eastern United States. In 1996, his leadership also established the National Coal Heritage Area in eleven southern West Virginia counties, which aims to preserve and interpret the structures and landscapes of the state's rich history of coal mining.","Rahall also led efforts in the area of transportation and infrastructure, developing federal highway and transit legislation. His efforts to improve West Virginia's infrastructure began in 1976 when he was first elected. He received his MD from the University of Virginia School of Medicine in 1987. Following medical school, he completed a surgical internship (1988) and a residency in orthopedic surgery (1992) at the University of North Carolina at Chapel Hill. During his residency, he completed a fellowship in hand surgery and sports medicine at the University of Virginia (1992), followed by a sports medicine fellowship at the American Sports Medicine Institute in Birmingham, Alabama (1993). He later completed a residency in aerospace medicine at the United States Air Force School of Aerospace Medicine in 2005. Nelson also earned a Master of Public Health from Harvard University in 2004, a Master in Public Administration from the Harvard Kennedy School in 2012, and completed the Air War College Non-Resident Studies Program in 2000.","Commissioned into the United States Air Force Medical Corps in 1991, Nelson served for more than three decades in a series of clinical, operational, command, and policy positions. CWGS finds its origins in an informal Caucus for Women's Concerns formed in 1972 within West Viginia University (WVU) to \"achieve equitable treatment of women.\" In 1977, the Caucus submitted recommendations to then-WVU President Gene Budig regarding the establishment of a women's studies program and an advisory council on women's concerns. In response to these recommendations, the Caucus was officially accepted by the university as the Council for Women's Concerns (CWC), which included a Women's Studies Subcommittee formed to research and help facilitate a formal women's studies program.","The first proposal for a women's studies program was submitted to the CWC by Renata Pore in 1978, upon which a search committee headed by Dr. Enid Portnoy of the English Department was established. In 1980, the Women's Studies Program (WSP) was officially established as an interdisciplinary program in the College of Arts and Sciences. After several years of planning and research, the Women's Centenary commenced in September 1989 on the 100-year anniversary of the first group of women to be admitted to WVU as degree candidates. Events were held over a two-year period, including lecture series, galas, building rededications, historical tours, exhibits, time capsule creations, and county-wide engagements.
