A pilot in World War I, and Provost Marshal of London in World War II, he returned to Charles Town, his native town, where he became the postmaster for more than ten years. He passed away in 1981. Many of these documents include Skene's handwritten, and often lengthy, annotations on the content and judgments for individual cases.
