He was privately tutored by John Wickham and later graduated from the College of William and Mary at Williamsburg in 1791. He studied law and was admitted to the bar in 1796 and commenced practice in James City County, Virginia. He was a member of the Virginia House of Delegates from 1798 to 1800.
