From 1961-1964 he was ambassador in Brazil and later that year he was named president of the Preparatory Commission for the Denuclearization of Latin America, whose work produced the Tratado de Tlatelolco that declared Latin America a nuclear weapon free zone in 1967 and was signed by twenty-two countries.  \nIn 1975, he was named Secretario de Relaciones Exteriores. In 1968, he co-wrote the Nuclear Non-Proliferation Treaty of 1968 and was the Mexican representative to the United Nations Disarmament Committee in Geneva.
