Tuthill worked for the Department of State from 1940 to 1969 in various positions, beginning as Vice Consul, Windsor, Canada.  Most of his later positions were in Germany and Europe where he was involved with the repair of the European economy after World War II. He also served in positions that dealt with ongoing American concerns in Europe. His final posting was as Ambassador to Brazil.  As a private citizen, he was Director of the Atlantic Institute, President of the Salzburg Seminar, and Director of the American Austrian Foundation.
