Born in Ohio, Cappel conducted and managed a six-piece orchestra before becoming involved with the war camp community service during World War I. From 1932 to 1941, he was manager for the National Symphony Orchestra, where he conceived the idea to begin the Water Gate concerts in the capitol. He managed the Baltimore Symphony from 1942 until his death in 1948. C.C. Cappel headed the effort to include classical music in the USO tours for military and naval posts, acting as director of the concert division of the USO.
