After studying law in a Washington, D.C. college, he taught school for a period, and moved to Fairfax Court House in 1833. In 1837, Thomas served as a Major in the Virginia Militia. At age 26, Thomas was selected as the Commonwealth’s Attorney, followed by his election to the House of Delegates for the 1841-1842 and 1847-1849 sessions. He went on to serve as the Fairfax County and Alexandria County representative in the Senate from 1850-1863, and from 1871-1875.","During the outbreak of the Civil War when the residents of Fairfax County deliberated on seceding, Thomas initially opposed secession, but later changed course. He is alleged to have stood in the Fairfax Courthouse’s doorway intimidating voters into voting for secession. After seceding, Thomas moved to Richmond and offered his services to President Jefferson Davis.","On April 5, 1865, Thomas was appointed to a committee of three to wait on President Abraham Lincoln and discussed with him how to reestablish civil government in Virginia. On August 12, 1867, Thomas, then a judge of the Ninth Judicial Circuit of Virginia was arrested by the U.S. Grand Jury for violating the Civil Rights Bill. He had earlier refused to allow Jane Taylor, an African American, to testify in his court in May 1866. He began service with the Confederate army in September 1861 serving as a scout. On March 8, 1862, Wiley enlisted in Company K of the Nineteenth Georgia Infantry at Occoquan in Prince William County. He took part in the battles of Williamsburg, West Point, Seven Pines, Cedar Mountain, Second Manassas, Ox Hill, Harper's Ferry, Fredericksburg, Chancellorsville, Olustee, Drewry's Bluff, and the Seven Days' battles. He was severely wounded multiple times and was briefly captured as a prisoner of war following the Battle of Fredericksburg. He surrendered in Raleigh, North Carolina on April 30, 1865, and returned home on May 20, 1865.","After the war, he served as Justice of the Peace for the Mount Vernon District. He was elected Commissioner of the Revenue for Fairfax County from 1871-1891 and then served as County Treasurer for 24 years. He was the Commander of the John Q. Marr Camp, United Confederate Veterans at Fairfax; vice president of the Lorton Valley Democratic Club; and a trustee of the Fairfax Cemetery Association.","Wiley married Mary Elizabeth Lee, of Fairfax, on June 26, 1867. The couple had seven children. The Wiley family lived in Lorton, Virginia where the present day Wiley Drive is located. He and his family later moved to the Town of Fairfax and lived in the Roberts/Chichester House at 3701 Chain Bridge Road from 1902 until his wife’s death in 1923. Wiley died at his daughter’s house in Fairfax following a long illness on February 13, 1932. Each year, WCF grants an achievement scholarship to a local high school senior; designs, purchases, and sells a Fairfax commemorative Christmas ornament; and contributes funds and volunteer services to Fairfax cultural and civic events such as the Independence Day celebration and Chocolate Lovers Festival. The club regularly sponsors fundraising activities such as fashion shows, yard sales, and bake sales to support local, national, and international charities and causes, and hosts a number of social activities for its members.
